He has no responsibility or obligation to release them. At this point I don't think it would be a good idea for him to do so, regardless of what they contain they will be twisted an used against him.
He should have released them immediately after the election.
The fact that they are going to come out one way or the other is enough to, I would think, release them on his own without having the weight of legislation forcing him to do so at the state level, because if something is even slightly off on his returns it's going to blow up in his face as a "cover-up."
