If Mexico is "not that cheap" then why are businesses buying from them. This doesn't make any sense.

Makes perfect sense, take the apparel industry. The need for cheap labor is in the sewing so why not create the fabrics in the mills of North Carolina as well as zippers, buttons, sewing thread made in USA and send them to Mexico duty free, use cheap labor to cut and sew, then import them back duty free? This is not as cheap as China made but you save all of these other industries and get faster service. There are thousands of other companies providing a portion of there goods and services to these saved industries. This is a highly complex issue but for sure if you add a 20% tariff companies will buy finished goods from China, Bangladesh, India. That was the plan but Mexico and China got together and made it possible for Mexico to purchase those raw materials from China and the industries I mentioned (NAFTA was their last hope) ended up going out of business anyway. This was one of the bad deals Trump is talking about.
