His numbers are dropping because of erosion in the conservative base - if he merely wanted to bolster the polls it would be all enforcement and no focus on guest workers and pathway to citizenship.
In short, the best way for him to shore up support would be to take the House approach. Instead, he took a much more moderate and compromise approach.
Don't forget that its not just about polls, but about future elections. Republicans do not want the democrats to monopolize the hispanic vote like they have the black vote.
Bush is sending in some National Guard (not enough to do the job right) to appease the conservative base, while also keeping open the options for citizenship and worker programs trying to maintain the hispanic voters that helped win reelection in 2004.
Of course, people will probably start whining about the cost of Bush's plan and say we don't have enough resources and we're just going to deficit hell in a handbasket. If thats really a problem, talk to congress and tell them to stop subsidizing corn farmers in Iowa, handing out corporate wellfare to airlines, and building bridges to nowhere in Alaska so that we have the finances to do the necessary things for homeland security.
