'19 CA LB Henry To'oto'o (Tennessee Signee)

Here's a statement from someone who gets paid to make that determination:

Dandy Don’s Q&A with Blair Napolitano on 25-Signing Cap, Transfers, Walk-ons, and More

Ever since the NCAA instituted a few policy changes and the early signing period, there has been a lot of uncertainty about the so-called 25-signing cap. What does this mean for back-counting mid-term enrollees, for transfers, and for managing a roster of 85 scholarship players when there is unexpected attrition? In order to clear it all up, we at DandyDon.com reached out to Blair Napolitano, LSU's Assistant Athletic Director for Compliance, who was very gracious in supplying these definitive answers.

Dandy Don: Do all transfers (graduate transfers and undergraduate transfers) count toward the signing limitation per class?

Napolitano: Yes. Any incoming student enrolling at LSU for the first time – graduate transfer, undergraduate transfers (junior college and four-year) or any high school student – count toward the 25 for that year. For instance, DT Breiden Fehoko, who transferred to LSU from Texas Tech after the 2016 season, counts in the Tigers' 2017 signing class from last February.
Why would you want this guy for? Going to Bama, would only cause him to sit on the bench for three years. The culture is changing, and it is getting to the point that these kids are wanting to play now, not three years from now. We are seeing more transfers, because of this situation.

8) HENRY TO'OTO'O | OLB

7670778.jpg

High school: De La Salle (Concord, CA)

Measurables: 6-2 | 230

247Sports Composite: 4-star (0.9800), No. 41 Overall, No. 2 OLB

Evaluation: Athletic linebacker who can play either inside or outside. Shows good fluidity and speed but also has power and strength. Quickly deciphers plays and has good gap integrity. Tremendous instincts, solid in pass coverage and playing in space but shines in getting to the quarterback in blitz situations and stuffing the run. Able to run with running backs, receivers and tight ends. Needs to work on tightening up and not get caught overpursuing so much and outrunning the play. Impact Power 5 prospect with first-round NFL draft potential. – 247Sports National Recruiting Editor Brandon Huffman

NFL Draft projection: Second round

I believe it was Bama, UT, then out west but I do think recently something came out that Bama has room (in that slightest sense). But more insight would help, I hope he chooses UT. What are you hearing on your side?
Yeah he definitely has a spot at Bama and is a top priority. Hank South (BOL) has him CBd to Bama and Hank doesn't place a CB unless he knows something that gives him a lot of confidence. Also, several pretty reliable insiders on BOL have been expressing high confidence for about six months. My question was: What's the source of the news @Big Gucci Sosa posted that To'oto'o plans to announce on Jan 19th?

I know, lol I don’t try to not act like I have the pull/ say/ info you and Gucci (both respectively) have but It was the first I’ve heard of an announcement date (source of info ? Too) and I’ve always thought UT is 2nd to Bama as long as they have the room; which he is a priority, but thought the spot(s) we’re thin nonetheless. Thanks guys for all the info!

Rivals article. Bogle gonna be a bammer too eh? Sheeeesh

I wonder if bama will EVER have a losing record again? Probably not

I was gonna say a scandal would take them down but honestly, if a huge scandal happened at Bama. It would probably take a couple of seasons before a drop off would happen.

Neither one of them has pull, say or info. They just read more articles.
