Can the free market fix "School Shootings"?

I honestly don't care, but for God's sake please try SOMETHING. Doing nothing obviously isnt the solution.

I have an easy and great fix. Take the annual foreign aid budget and use it that to install and maintain state of the art surveillance and security for all K-12 schools.
