I would say he is someone who overestimates his importance as well as his abilities. He comes across as extremely arrogant to me, looking down on the civilian leadership and thinking that he is much more qualified to make momentous decisions than the amateur temporary political leadership. The stunt where he bypassed the commander in chief and told the Chinese that we would warn them prior to any attack by the outgoing Trump administration was megalomania of the highest order and was a direct violation of every policy related to civilian control of the military as well as a violation of his oath and a blatant disregard for the chain of command.

I believe the intelligence community will sign off on anything Biden tells them to. Precedent supports this belief.If they weren't detected at the time there is no way for a secondary confirmation. They can comb through old data but that would only be an anomaly. I don't think military intelligence would sign off on that statement.

While I can understand not wanting to shoot the Chinese Blob craft down over land, it should have been despite potential risks to the citizenry. Although Republiars would have found cause to wail like the three yrs old they are, about that too. A land shot, would have allowed easier retrieval of the hardware and whatever data it has. Now, for those claiming lack of photo evidence of Trump era balloons, while it seems odd, it's not surprising. The thing transverse Canada to get here. The Canucks didn't notice it. No photos of it, and talked about only after the USA detected it. All that said, I think it should have been brought down the moment it was projected to violate our skies. It baffles me to use a balloon when they have satellites with high resolution cameras that can do the job as well or better.
