Term limits does nothing to change the quality. That can only be done by voters. You're trying to force it since the voters can't be bothered to put in any effort. Won't work

I think the "theory" is that it reduces the pool for those that want to make a money driven long term career of privilege our of the office. Whether that's the way it would play out is up for debate.

Just cut congressional salaries in half and make the states they claim to represent cover all their costs. They would eliminate 90% of the incumbents.

The limit on the President was a one time reaction to prevent another FDR. A President holds much more power and sway over the nation than any one Senator or z Representative

Require a balanced budget by law or Congress is dissolved.

Eliminate federal income taxes.
