Democratic Lawmakers Demand More Funding, Resources Amid HIV, STI Outbreak in Shelby Co.​


MEMPHIS, Tenn. (WMC) - The Greater Memphis area ranks second in the nation for new HIV infection rates, behind Miami, Florida, and just in front of Atlanta, Georgia, according to Shelby County Health Department Director Dr. Michelle Taylor.

It’s why a group of Tennessee lawmakers are demanding state health leaders step in to add resources and funding to help lower those rates.

The Tennessee Department of Health said overall HIV rates have increased 36% in Shelby County since 2018. In fact, HIV rates have increased 40 percent, between 2018 and 2023 among people 15-to-19 years old.

In that same age group, syphilis rates have gone up more than 150%.

The lawmakers are calling for more resources, public health initiatives and a state plan to combat the HIV rise, specifically in Memphis, including changing state laws to better educate kids about prevention.

Memphis, Tennessee, once known for its blues, soul and rock 'n' roll music, has now turned into a haven for crime and drug abuse.

A study by WalletHub has named the Southern city the most dangerous city to live in America among the 182 cities surveyed.

The United States Department of Justice also declared that this once-flourishing metro has the highest number of homicides - 129 in the first half of 2024.


Apart from this, 167 rapes, 1,028 robberies and 3,763 incidents of aggravated assault were reported in the first half of 2024 in Memphis.

This cultural hotspot also has a crime rate of 98 incidents per 1,000 residents, which is significantly higher compared to many other cities in the nation.


Cases of violent crime are also higher in Memphis as compared to the national average - a staggering 24.37 per 1,000 people.

Two months ago, a male and female babysitter were accused of beating an infant girl so badly she was bleeding from her rectum before her death.

Kiya Moore, 21, and her boyfriend Dejon Smith, 34, were charged with first-degree murder after Moore's one-year-old niece Kali Moore was found dead.

Doctors said she had a skull and neck fracture, massive bruising on her back and rectal bleeding when they examined her body.

Further examination discovered a brain bleed, bruised kidney, high enzymes in her liver consistent with abdominal trauma and blood in her lungs.

Apart from Memphis, the agency also named Detroit, Fort Lauderdale, Louisiana's Baton Rouge and New Orleans as some of the other dangerous cities in America.

Just looked it up, 2 million for a net 135 new jobs to the state doesn't sound like a good investment.

State Funding Board approves $6.8M in FastTrack grants

This doesnt include the other credits such as Jobs Tax Credits, headquarters credits, industrial machinery credits, utility tax abatements, etc.

Add another 3-5 million for those other incentives. Most of these "new" jobs will be jobs that were moved to ATL/remote 12-24 months back and will be moved back to TN.

To be blunt, the State is very lax in enforcing clawback provisions for FastTrack, especially if the investment amount has been hit...
 
The State took a very aggressive (and contradictory to all prior precedent) with previously negotiated incentives with Servicemaster and its spinoffs (including TruGreen) as well as FedEx spinoffs. As result, Trugreen moved a lot of jobs remote/ATL. This is essentially bringing them back...

To be blunt, this stinks to high heaven
 

Veteran Killed In Memphis; family says Suspect Was Out On Reduced Bond​


MEMPHIS, Tenn. — A Munford, Tennessee mother is desperate for answers after her son was shot and killed New Year’s Eve in Memphis.

The victims’ loved ones later learned the man accused of committing the homicide during the holidays was out of jail on a reduced bond.

The family says they feel victimized by both the accused gunman — who is still on the run — and the court system.

Kimberly Brown says detectives told her that her son, Charles Cicalla, affectionately known as Charlie, was gunned down at a home along Maple Leaf Cove in southeast Memphis on New Years Eve.

What she and her daughter Heather Hering learned is that the man wanted in connection with the homicide is Kobie Hope, who now has a warrant out for his arrest on charges including first-degree murder.

Charlie’s family also learned Hope, who was arrested Dec. 22 and charged with aggravated assault for alleging threatening a woman with a gun, is no stranger to the court system.

After his December arrest, a bond of $100,000 was recommended for several reasons — one of which was because he was already out on bond.

On Dec. 26, judge reduced the $100,000 recommended bond to $75,000, which Hope paid and walked free.

He allegedly shot and killed Charlie five days later.
