I am sure you are right that defensive medicine costs would go down, but that is only stopgap, as you note above. And undefined.
The one thing I can tell you with absolute certainty is that as a small business owner we cannot continue down this path much longer. Employee contributions, setting up HSAs, increased deductibles.... they all might save us for a year ot two, but that's about it.
