a lot of the extra spending just comes from 'drift'. as projects stretch out more bells and whistles get added to it, and they have to constantly retrofit the prototypes to meet an ever changing target.

Does your personal budget work the same? The state of TN has to operate within a balanced budget. We should consider amendment to force the same on the US government with the exception of being in war or similar national emergency. No way we should accept Congress having a huge budget deficit as business as usual.
