Long answer: the same way Hillary Clinton was able to propose Hillarycare back in the early 90’s( that is, all she did was head an advisory committee to the president.

Musk can’t actually DO anything other than make executive recommendations, but the president has the authority to implement many of those recommendations.

Let’s face it, there are thousands of “unelected bureaucrats,” who make policy decisions every day that affect our lives. (Anyone else remember voting for Federal Reserve Chair?). Musk is just one more.
