Well no; again your 2nd link refers to Security funding, I'm simply explaining to you that it is not 'stupid' or some personal definition but a very specific definition within foreign aid, not just the flowery 'feed kids' stuff.

Operation Cyclone was sustained funding that was renewed annually. Sounds like foreign aid as the U.S. defines it, but you don't.

Feel free to find anyone versed in the subject of what constitutes "foreign aid", in what is commonly referred to by the federal government, and ask them if the CIA arming the mujahideen in the 80s falls into the category of "foreign aid".

I don't see the rationale for claiming something we provide to those who can't provide themselves, is anything but aid, especially when we define it as aid and have for more than a century.
