Oh, yes it would! My brother has one. He'd show me how and let me borrow it. But, the deer here at my apartment complex are in a protected park. They don't pizz me off bc they're behind the fence. Although, it's tempting. I'd definitely have the advantage from my second floor balcony. Sniper.
 
Maybe not so much when the official owners are neglectful, and the neighbors have always welcomed. Cats know where they’re appreciated (and fed.)
He’s still here today.
Nobody has checked on him. At this point I would probably say I have not seen him.
Edit: but honestly he comes and goes as he sees fit.

Is he neutered? Even neutered toms ramble around, but they’re a lot less of a PITA than intact males.

I’m guessing that he’s neutered, because he’s awfully mellow. (No emoji yet for a cat with a glass of white wine, it appears.)

But if you do get in a bind, let me know. He seems like a pretty nice guy who deserves to live out his life in peace, with the occasional lap. We can enforce the peace.

PS - “lap” as in curling up in a lap every now and then.
