The reality is the Covid vaccinations are not 100% effective, well publicized information. I certainly do not think I look smart making an excuse for that dumb statement. My point is that there's ample information in public domain to put the statement into proper context. Biden should not have spoken those words, but you know what? He and others have said plenty of things that are accurate, so anybody with a brain should know the misstatement for it is. The issue is a matter of probability. If it was even just 51% "likely" that Russia was responsible for the SolarWinds hack, then the President of the United States had no business rushing to their defense.

When it comes to the issue of credibility, at the very least, the intelligence community of the United States is more reliable than Vladimir Putin - who truly is a dictator, by the way.
