If "likely" wasn't definitive enough for Trump, then he didn't have to weigh in on the SolarWinds hack at all. He could have just said that he would wait for more intelligence to be gathered before making a public statement concerning the SolarWinds hack ... but he didn't do that. Instead, Trump publicly sided with Vladimir Putin, who is an overt adversary to the United States, and Trump did this over the professional assessment of his own appointed Secretary of State (Pompeo) and Attorney General (Barr).
