My thought right now is that Fauci was scared shitless that his previous support for gain of function research, and his public comments that the potential gains for humanity outweighed the risks of a pandemic, had him scrambling to cover his ass.

I'm not sure it was scared for himself or concerned if this came out then we'd put a hard stop to GoF research. I lean towards the latter - he was a supporter of this type of research and didn't want the truth to put that research in jeopardy. The VF article gets at this. It may be that all the scientists that support it are all doing it because they believe it's good but that doesn't mean they should be the decision makers.

The guy from Ecohealth had a lot riding on this type research (and the funding) and he led the charge with the Lancet article to quash the lab leak theory within the scientific community.
