Because he was calling the plays. Thats the whole point.

Several coaches with USC ties said they weren't interested in the job, including NFL coaches Jeff Fisher and Jack Del Rio and Oregon State coach Mike Riley.

Sal is a horrible DC. That doesn't mean hes a bad position coach cuz that's obiously not true. Yes Kiffin is a subpar HC but his failure does not make him a bad OC. If you wanna play the "hasn't proven" arguement that's fine lets go there but leave his HC stint out of it.
