Could go either way depending on your ideology. Each handed difficult situations differently, but admirably. Both get a lot of undeserved blame and credit.

It was 1.2% in 1944.

Disagree. Welfare is a free handout. I oppose most aspects of LBJ' Great Society particularly welfare. I have few issues with folks getting help for a limited time in exchange for working to better communities.
