You could actually trace Woodrow Wilson to a fringe of the Neoconservative movement. At least Fukuyama tries to put forward that idea in some of his publications. I don't buy the argument. Particularly with the frequency for unilateralism and reluctance for international organizations and connectivity. Neoconservatives would despise FDR because of his reluctance to enter the war. It was in essence, our duty to protect freedom around the world as one would see it in the modern eye of Wolfowitz/Bill Kristol neoconservatism. I tend to like the idea of gradual modernity (Westernized democracy) of the world.

Point at hand is Neoconservatives aren't so worried about what FDR did domestically, rather his global policy. Those Neoconservatives only recently became worried about financial issues. Propagating a distinct set of values transitions over to a set of ideas that would be transferred to other tiered nations. So, just from reading. I don't think he would be classified as a Neoconservative.
