No idea as to its legitimacy or even just an employee outside the process (I think only like 7 people actually work on these and they are not FT ncaa employees) spitballing, but thought some might find it interesting, from VTScoop:
"I was talking to someone familiar with the process and inside the NCAA they apparently see the transfer waivers as a means of moving for players that are blocked from playing time. As such, they tend to give waivers to players who weren't playing and whose schools don't block the move (or the waiver). This goes to explain some of the seemingly inconsistent decisions we see. It makes sense that Burmeister is denied because Oregon did not support the move."
