Don't know the HS rules, but it was not a foul for striking with the crown of the helmet as shown in this screenshot. Any helmet contact was behind the earhole. Primary initial contact appears to be shoulder to chest. He has two feet on the ground lowering his body angle so no launching element. It does not appear to be a no-brainer either way.

I refuse to look at any other rulebook other than NCAA to avoid confusion.
