I hate to say it, but choosing the VOLS was a horrible decision for Bailey. Jim Chaney was not coaching QBs like he did at Purdue. Weinke never proved he could coach anyone in Knoxville.
Cheney didn't want to him to begin with. That's why Chaney was aggressively recruiting Haynes King who went to A&M. I don't know that it's totally fair to knock Chaney - he was running Pruitt's dogs@#% offense and Chaney is the one who recruited Hooker (he did not recruit JG, Bailey, or Shrout).
I do agree that Bailey was a bad fit for Heupel's offense, but the fact that he got relegated to 3rd string at UNLV seems to be a bigger indictment of his skills. I thought he showed some promise, but sounds like he's a bust at this point.
