Through my medical experience and knowledge via a family member, there are differences in effects and potency by great magnitudes. Without question, I have seen people smoke literally a couple of hits and become completely nonfunctional within minutes, totally incapable of driving a car safely.
From what I have researched, some of the more potent newer "strains" and preparations make 70s joints more akin to cigarettes. Unfortunately, that's what much of our effect knowledge is based upon. Without question, more potent drugs = higher addiction potential + higher risk for serious side effects
And private businesses also have no reason whatsoever to dictate what medical treatments people receive as well.
