Make all players who leave the field due to injury/time-stoppage sit out the next 4 downs for their offense or defense, even if some of the downs come on their next possession.
4 downs may be a specific quantity that can be justified because an offensive possession is expected to be at least 4 downs.
That might work better than a specific time on the clock, which would be extremely challenging to officially track.
