That's true and this issue may not be as prolonged but Trump can also can move in Federal court with the continued violation of the 1st Amendment occurring without sufficient justifiable cause.

He could probably direct the DOJ to take it to court and abide by the ruling but he can't "force" them.

Not until it proceeds through to a federal court order and they defy it, you are correct. But the act of taking them to court might just be considered "force" as is speaking a lot about it. Like luther illustrates ad nauseum, force is a continuum.
