I don’t think the DR is playing games with Covid testing, but I’ve read several horror stories lately of people going to the Bahamas and then testing “positive” for Corona then having to spend most of their time in their room and having a wasted stay. Many times they’ll request a second test and that gets denied, and they know the test was a false positive.

DR has no requirements for entry. I have read they do random testing on 1-3% of inbound travelers. If you get randomly selected you can avoid the test if you are vaccinated (none of us are) or if you arrive with a negative test completed within 72 hours before arrival.

So I am contemplating getting tested before we leave. Not sure, I may not.

I have a brother that retired from NASA. He hated the bureaucracy and how bad they did things. They are your government at work. Our money is much better spent on private companies like SpaceX than our own employees.
