The goal is to have the stupid vote cancel out. It usually does (or at least comes real close to 50 - 50). It got way out of wack in 2016. (at least 65 - 35 Trump)

I think the goals outlined in the original post sound worthy.

1) Proof of citizenship
2) Photo ID
3) Passing a civis test
