The Sherman Act argument that is being made is that schools can’t agree with each other (via a governing body like the NCAA) to limit the compensation that they are allowed to pay to athletes.You're not necessarily capping the players. You're capping the school specific NIL fund. Players would still have authority to make as much money as they can from other venues and NIL deals with local/national businesses.
I personally don’t think the Sherman Act was intended to criminalize all amateur athletics, but if that’s how the Sherman Act is interpreted, I don’t think it matters whether the compensation paid by the school is capped at $0 or $1,000,000,000 — either way, it would be an illegal cap (on this theory).
