They really need to put in a decision regarding situations like this. I understand a penalty if the ball moves after a ball is addressed, but it makes no sense to penalize a player that has backed off and "un-addressed" the ball. Clearly Harrington had nothing to do with the ball moving from its original position.There are a lot of rules in golf you have to really think about to understand why it's there, but something as innocent as the wind moving your ball costing a stroke makes no sense to me.
