I can only speak for the Navy, by the way. These aren’t in order…
1) “Do more with less” mentality, not enough people to fill critical billets and working our Sailors to death instead of getting them help.
2) “Mission First” but limiting down time. Operational Tempo is too high for our people.
3) Sub-par standard of living for junior military in barracks and ships. We can’t retain them because living on a ship sucks.
4) Privatization and centralization of key support functions, like maintenance and personnel admin. Nowadays you can’t walk into an admin office and talk to someone face to face, it’s all online. And you can’t perform your own repairs without calling a contractor.
5) “50%” of pay for pension after 20 years of service. But that’s only base pay, which is usually about half of military pay. Most other civilian government agencies have better retirement plans.
6) The VA sucks. My dad died in a decrepit house waiting 5+ years on his Agent Orange cancer disability appeal. They closed his case 5 days after he died. Basically, “whoops, you’re dead already”.
7) There are too many Admirals, more than any other time in history. And they all want to leave their mark on the Navy, usually in the form of some stupid program that costs junior Sailors more of their time that they don’t have.
8) Annual training requirements. I’ve had essentially the same online mandatory training topics every year for the past 16 years. Usually they create a new website for these, but the old one still doesn’t go away and we have to do that one too.
9) I was a recruiter for 3 years. It’s completely backwards and we can’t get the right talent because we are too focused on “Navy first” instead of allowing people to apply to jobs that they are interested in.
10) Mental Health. Top brass testify that they are combating mental health issues, but their fleet commanders and captains are too busy pushing their people to death for career advancement to make time for these things. People are afraid to speak up if they have issues. Once they do, they have a reputation and are processed out. Would you rather have less anxiety about your career? Good, you’re fired…
