Further problems with the, "Stole it for a future op" are below;
1. A group can only hide a jumbo jet for so long before discovery
and
2. Once they decide to carry out said op they will not get far at all. As soon as it approaches say US or Israeli airspace it is going to get shot down on sight.
That thought crossed my mind when they released the red herring satellite photos. Either they have horrible imaging, or that was an intentional curveball. Everything about this is off.
Who? The government?
Chinese terrorists are plausible. And if (big if here) they tried to fly it into say western China/Tibet area, they would have to cross the Himalayas. And that can be dangerous if you don't know what you are doing.
But still, the Chinese are typically at odds with India, so I wouldn't imagine the southern portion doesn't have some sort of radar coverage, even in the mountains.
No, I don't think they did which is why I think they would be able to tell pretty easily that it wasn't a plane.
I believe they have a claim on parts of Kashmir right?
Actually, no, that's the Pakis and the Indians. China and India have had skirmishes and full blown battles in a couple of areas.

Tell me where some rag-tag group of terrorists are going to get some nukes from Mav, please I'm really waiting to hear this.
Extremely unlikely they would have access to full-blown nukes, especially enough to fill the plane, but it wouldn't be farfetched for them to attain enough material to create a low-yield dirty nuke.
That is a pretty scary scenario. Not even a low yield nuke, but a dirty bomb over a major populated area?
The challenge would be getting over a major populated area. You don't have the benefit of surprise because nations are going to be apprehensive with a missing jumbo jet out there. It'll be a shoot first, ask questions later in any situation involving an unidentified aircraft.
