After reading more about it, did he blow it dead or just signal that the ball had been touched by the kicking team? It’s still a live ball if it’s the latter.

It looked to me like he was making the "stop the clock" motion.

The ref most definitely put his hands up to stop the clock. He saw the Memphis player come across his face and stopped himself. The Memphis players didn’t even think it was a live ball back down the field.

You’re correct that The game in 1996 shouldn’t have been close. Tennessee played like complete dogsh*t for pretty much the entire game. That still doesn’t excuse the obvious blown call on the kickoff return.
