So, how does he get paid this fall if this doesn't go into effect until he signs?
It’s all confusing. I’ve seen most places say when a player signs a National Letter of Intent (earliest in December), but then have read some say when a player just signs financial paperwork for the school. My guess is it is the NLI and there is some subpar journalism making it sound like players can get paid earlier than December.

I don’t think VQ knows what they’re talking about. The law says kids can get paid when they sign with in-state school as soon as they sign. Nwaneri could get paid starting in Dec, not this fall. Then again they could be using this “fall” as fall semester and counting the month of Dec. Arkansas and Texas have similar laws. The supposed advantage is that Mizzou can use NIL in recruiting (which everyone already does) as and inducement to attend their school as the school and coaches can be directly involved in negotiations and has language that says NCAA nor conference can punish them for it.

The law also makes donations to their fund tax deductible.
Then in that case, that law gives them much less of an advantage, as I've previously stated, especially for kids who early enroll like WN.

The kids who most benefit from this are the kids who won't enroll until June and wish to stay eligible for winter/spring sports while also promoting from NIL.

Yes, because financial paperwork is non-binding, as well.

I'm as much a homer as anyone, but I doubt that trash talking a kid's home state is a winning formula. Home is home, whether or not you deem it desirable.

Contrasts between coaches, schools, development, stadiums, fan bases, etc., likely have merit.

Can confirm. I'm from Jackson, TN but I live in Memphis and have for decades. Most of my family, friends, memories, life achievements, they're all here or happened here. It will always hold a special place in my heart, as much as I hate the city government and what they've turned it into. Your point about not trash talking a kid's home is spot on.

That being said I'm three months away from becoming a father so I won't be staying here too much longer I'd guess.
 
So would he be getting paid as soon as he commits to Mizz or would he have to sign first? If it’s with the commitment, what would stop him from pledging there now, getting paid, then flipping on NSD?
I believe as soon as he signs that financial intent letter, the one that binds him to Misery, but isnt a NLI

Check that, it isnt binding.
