I think you could say Butch Jones but he's been exposed and everyone knows he sucks.
But I would say Brian Kelly. He gets top recruiting classes, but most seasons at ND under him has been mediocre. Had the one really bad season in 2016. He's a choke artist in big games. ND should've been in a position to beat Miami this past year, but Kelly was outcoached by Richt. Then ND lost to Stanford when a trip to a New Years Eve game was on the line.

Kelly doesn't exactly get what I would call "top" recruiting classes. ND hasn't recruited at a very high level for a long time.

I went back and looked and he's actually recruited a lot better than I thought. Usually a class in the top 10-15.

At ND, he's had 1 great season, 2 pretty good seasons, 4 mediocre seasons, and 1 awful season.

He's overrated even without the recruiting classes he's pulled, but I agree he's really overrated when I went back and pulled up the recruiting. ND as an entire program has been overrated for decades.
