Well the nuclear codes are in the hands of a man who was on the take from foreign govs. And one who shakes hands with thr air. Probably figured what’s the harm.

Maybe with all the validation he was getting in DC he felt freer to be himself and was less inhibited in his criminal tendencies.

I think the background check is essentially a jobs program in DC these days. They used to be much harder to come by but with the explosion of the private / public workforce they have become much more common. Still they take forever to process. Typical government program.
