Here is the story as I've seen it put together. After MSU game, Boosters (not Hart) contacted Gruden about the job and served as intermediaries between UT and Gruden. Cheek, at that point, is not in the know (does not need to release money.) After numbers were agreed upon and contracts were placed in University hands, things got political. Gruden issued queries on specific control over the program, and cooled until specific items were met, specifically control over the football program. Enter BOT meeting. The BOT meeting changed who Hart reports to, a VP with AD experience (assistant AD). Politically, this allows Hart more freedom from Cheek and puts an athletically minded individual in control of AD money. Hence, control clamps taken off program for Gruden, securing deal, and putting pressure on Cheek to learn more on Athletics and meet other more minor demands for job security. Now that deal is being sealed, smokescreens are being put out by both University and Gruden (media monitoring Grudens calls for assistants, now to produce an NFL-looking route, radio hosts going silent and denying Gruden emphatically on University side) to avoid PR nightmare and allow Gruden to finish MNF. With bowl in play, Dooley is allowed to play for a bowl, but will be released upon another loss or end of season, where more smokescreens with fake coaching candidate "leaks" will be used until it is time to announce.
