A video of the guy posted earlier seemed to allude to the guy was there to protect property from further destruction. Can’t confirm if he had an agreement with the property owner or not.
As far as being an outside agitator, seems he was there as stated above to protect property. I wonder how many of the protesters burning buildings were from there?

I’m no friend of police but I think it’s quite a reach to say the police “enabled him”
