Doesn't matter who does it; you run elections and handle the documentation as the rules require. The real problem is there are basically two sides to every election, and one side isn't going to support a review. This is no different from bent officiating at a sporting event. The play calling may be atrocious, but only one side is going to complain about it. Issues such as this need to be viewed from a neutral standpoint - one where the winner doesn't get a chance to in any way block or cover any indiscretions. Review doesn't mean just re-adding numbers to verify that they add up again. We're as bad as any third world country when it comes to running an election. We finally got the issue of verifying voters by photo ID under control, and then trashed it with an "emergency" situation.
