its not the rescue attempt plan itself that was the issue.

his nice guy character kept the negotiations going on longer than they should have. their failure under his weak leadership lead to rescue attempt. and after the rescue attempt his diplomatic negotiations continued to go no where. it was only an outside change, war with Iraq, that brought Iran to the table.

a stronger president and those negotiations likely end before any attempt.

It was a terrible plan because every service wanted a piece of it and the unit(s) tasked with the rescue were cut out of a lot of the logistics planning.
