Way to tell a half truth to suit your political aims. They are not specifically targeting VA, just calling for all spending to be authorized by Congress directly. All Congress has to do is pass a bill. You know, follow the Constitution.
Congressional members from both parties have already announced an intent to pass the needed bills to do so in regards to the VA
