They wanted war, I do agree there was no intent of NATO expansion to the Ukraine because than they couldn't launch mission creep (CIA) into Russia. Ukraine was always just the pawn. The neocons/globalist won but they only won some, they would have rather this collapsed Russia to where they could pickup the pieces there. Russia has to eliminate all this once and for all long-term.

I'm not sure about the legality of the executive order vs. state law. Also, denying a state all federal funds seems to be well beyond the wording of the executive order.
