The refining companies aren’t going going to invest that kind of money on a multi year project just to chance the next administration shutting it down 4 years from now.

Different subject. The majority of our refineries are designed to refine heavy sour crude, for the most part WTI is a light sweet crude so most of our refineries cannot refine it. They need to be retooled so that they can refine WTI and that would be a years long billions of dollar project not even counting the permitting. Heck it would probably take 2-3 years and millions just to get the permitting approved before actual work would start. So why would the refining companies make that investment when 4 years from now they could be Keystoned by the next administration?

I always wondered why we haven't retooled some of our refineries to handle the oil we drill here.

especially after several were shut down during the Obama/Biden war on oil. seems like now would be a great time to retool the ones already shuttered. No loss in production during the renovations because they aren't in use already. once they are fired up they can be fed American crude. once enough is up and running we can phase out some of the others. definitely need to keep some going that handle foreign oil, but it seems crazy that we can't use SOME of our own.

EPA clean air act standards for new or reopened refineries are INSANE. Trump will have to get the EPA under control for that to happen

Keystone had nothing to do with domestic production, processed oil from keystone was destined for export. Keystone had no negative effect on American gas prices.
