Hard to have a complete picture from the clip and without seeing the papers on this one. Briefly, I will say most probably it isn't "racists" because wherever those things are getting enforced is probably ran by the group she is supposedly trying to protect. I'm assuming (maybe incorrectly) that she is talking about inner cities. Selective enforcement, maybe, but that doesn't mean its racist. I'm not sure what she means by what should be enforced or not, that's not really the duty of the judge and she probably could have said that to clear things up. (maybe she did)
