Looking at this tweet, I think we should interpret ISU as renegotiating Campbell's contract and his assistance down in money not up. They have a huge deficit, and maybe trying to convince Campbell and staff to take less money. Maybe, that's how Tennessee wins him. Keep your guys and keep them paid.

It’s pretty well documented that Campbell doesn’t care about money. He drives an old car, lives in a small house.. money isn’t something he’s too concerned with. Which is why I never really had hope of him coming here

They have been under mandatory salary reductions across the board for a while now. There was a report somewhere that Campbell took a large pay cut this year so that his assistants would not have to. I think 10% cuts from all athletic salaries, including FB. Could be wrong though.
