Haslams will be able to make the argument to other money people that UT athletics, particularly football, is a sunk cost. They'll make the argument that we're already Colorado/Minnesota, and they'll point to our utter mediocrity/downright bad results on the field since 2008 to support it (nevermind the fact that they are essentially responsible for our downfall).
If Pruitt fails, we're looking at likely a November 2020 firing date. Would be 13 years since our last SEC East championship and nearly 20 years since our last SEC title. They'll argue that Tennessee just can't catch up to the Bamas, Georgias, and Floridas of the world and that we need to just focus on making bowl games and running a clean, academic-focused program (which is music to the ears of the type of people the Haslams will stack the BoT with).
Fulmer seems to be one of the only people with any sway whatsoever who cares about getting Tennessee competitive again, and if he gets ousted, there will be no resistance. We can stage another Schianomo and it won't matter. They'll ram it through and happily watch 50k show up to watch us play Vandy or Mizzou for bowl eligibility at Neyland every year.
