You are able to tee off on him as soon as he becomes an offensive player…. The reason you can’t hit him while holding for fgs is for player safety. I like the rule but can understand why some don’t.

Like I said...shouldn't have it both ways. He should have to come off his knee before catching the snap to be able to run or pass.
