Too bad they're protected. Bait them with some of the trash that lands in your pond
I've put grass carp in on a few occasions only to never see them again. I suspect it's a blue heron because I don't have fish large enough to prey on them. They could be going over the top of the dam though.

By the way, @TN-POSSUM is responsible for most of the trash in my pond. Seriously people, quit throwing your trash out of your car window. Are you really that lazy and trifling that you can't dispose of your trash properly? If you toss your garbage out of your window, your a piece of 💩worthy of a @Ulysees E. McGill beat down. You know who you are.

The previous owner said around 10 years ago, we had so much heavy rain, it pushed the fish out of it. They were in the process of trying to fill it in, with mostly tree limbs, when we bought it. I'm wondering if it's worth clearing it out and make it a "working" pond again.

I'm think of expanding mine. My dad, grandad and I built this pond. When we bought this place, I only had access through the back yard of the little old lady we bought it from. She got annoyed and asked us to cut our own road in, which I understood. The reason that was difficult was because we had to cross a branch. My dad owned a dozer and we decided to dig out a pond and use the dirt to fill over a tile to construct our driveway. We did this and then my granddad and I formed up a concrete dam with a spillway over the top. After it filled up I stocked the pond with bass, catfish, and hybrid bluegills. We had several years, probably 10+ where the fishing was awesome. 10" bluegills were the norm. 3-4lb cats were not uncommon. It was fun for the kids and me. Those Bluegills were a blast on a fly rod.

The bluegills don't reproduce so they have to be restocked from time to time but somehow we've ended up with just some bass. Hopefully these new fingerings will survive.

As to expansion, we had a lot of rain a couple of years ago and my tile stopped up. The water rose and ran over the driveway creating a whole other pond on the other side. That gave me the idea of creating another spring fed lake on that side. Here's pictures when it was backed up. 1st picture was when it was running over the driveway. The 2nd is what it formed.

The 2nd photo is all that loaded for me at first. I was like, hate to break it to you man, but that's closer to a swamp than a pond.
You'd be surprised. It's probably 15' deep in the creek bed on that side to the driveway. I'm having that timbered in a couple of months and then I'll removed 2-3' of soil before backing it up. Should be '3-4 deep most everywhere with it being 10-15' deep in the old creek channel.
