You do understand that if there wasn't an "innocent until proven guilty" law many, many more men would be falsely accused and thrown in jail than there are now. It would be so much worse if that law didn't apply. In a perfect world you would be able to take a man/woman for their word but in the real world there has to be proof because of all the lies told from each side. Some may go free that were guilty because of lack of evidence, but way more innocent get to walk because of lack of evidence.
How do we define intent?(by law)By law? No, not that I've ever seen. People say want about bad things all the time, unless that person implies an intent of following through with an action, no, not a classified as a threat.
I sincerely hope that you nor I are part of that 8% when we quit requiring proof for a women to claim rape.the fbi puts the percentage of false rape accusations around 8%. in truth, the idea that less that 35% of rapes are even reported at all suggests that we should be far more concerned that women we know have been raped / assaulted and don't feel safe enough or don't think they'll be taken seriously enough to report versus the idea that women are routinely throwing around rape accusations to ruin men's lives. that's where reading the data puts me, anyway. i do understand your point, tho.
