I would assume so. I doubt that he necessarily knows off the top of his head what his rate was in 2007, for example. But I imagine he could have that checked for him rather easily, which is what he has evidently done, and it was always at least 13 %.
That's what he says, anyway.
I just interviewed for a position with a Government Contractor. They wanted transcripts, credit info, proof that I was a citizen, and references both personal and professional. Nowhere did they ask for tax returns. Please explain to me why we make such a fuss over tax returns when we have a president that photo-shopped his birth certificate, refuses to release his transcripts, and has the president of Kenya saying he was born there. If Romney didn't pay taxes: 1) he managed to manipulate his income so that he didn't owe any or 2) the IRS is going to be on him like stink on you know what. You can bet your bottom dollar there are plenty of IRS folks combing his returns to see if they can audit him as they stand to be out of a job if he is elected.
My put on this is if I could manipulate my income where I didn't pay taxes, you better believe I would do it. I wouldn't give the government one penny to spend.
