There wasn't anything for the State Department or United States intelligence agencies to "walk back". They were expressing skepticism over the veracity of The New York Times article from the start. If anyone is walking back claims ... it would have to be The New York Times or other media outlets, such as the Associated Press, who also ran with that story.

Actually, Obama engaged a series of sanctions late in his term for it and Biden has done a few things as well.

Curiously, Trump did nothing and in fact took it up the arse from Putin on a regular basis
